imo actions should be taken in this case. no matter for what reason. i´ll explain to you. it wouldn´t be any problem for the user to accept that his team is named "(bfc) germania 1888" if he meant it. just like in other cases to avoid connotations. you can now argue the team shouldn´t be on the blog like this but as i explained several times: the blog is made to sensitize people for the topic because currently no reports are made to not support the reporting-system because it´s no good! so this an ambivalent case. but aksing directly the user is no good for because he does know what consequences it would have to make clear he meant it in the fascist way.
- i would say germania linked to the neo-nazi code "88" is quite clear and germania is here used as the term for the nazi reich and not in the common way for football clubs. i mean using it as stadiumname, too is quite obvious.
